Syria limits foreign currency use, threatens traders with jail

BEIRUT (Reuters) - Syrian traders who price goods in foreign currency will face up to 10 years in jail, the government announced on Sunday in a move aimed at stemming the increasing dollarization of an economy crippled by two years of civil war.

A decree issued by President Bashar al-Assad "forbids the use of anything other than the Syrian pound as payment for any type of commercial transaction or cash settlement".

Traders who violate the law face up to three years in jail and a fine equivalent to double the value of the payment. If the sum involved is over $5,000, punishment could rise to 10 years with hard labor, according to the decree published by state media.

Bankers said Sunday's move reinforced existing prohibitions on pricing goods in dollars - a law which has been increasingly flouted after sharp falls and wild fluctuation in the Syrian pound - and said the penalties had been stiffened.

"It's to prevent people from fleeing to the dollar," said one Damascus banker, adding the decree would not have an impact on banking operations.

"It does not in any way affect the banking sector - the country needs foreign currency transfers," he said. "The idea is that people don't all think in dollar terms as if there is no local currency. It's more a psychological move with the currency crumbling."

Sharp falls and fluctuations in the Syrian pound have led to increasing use of the U.S. dollar in all walks of life, by food sellers and manufacturers, taxi drivers and importers.

Before protests against Assad's rule erupted in March 2011 the pound stood at 47 to the dollar. After two years of war and economic collapse, it now changes hands for around 200, and briefly fell as low as 300 last month, exchange dealers say.

Devastation to the commercial and industrial cities of Aleppo and Homs, together with the loss of foreign currency earnings as oil exports and tourism dried up, have hit the economy hard. Damage is estimated in the tens of billions of dollars and this year's wheat crop is expected to fall by half.

The weakness and volatility of the local currency has pushed up inflation and left many shopkeepers struggling to price their goods in local currency.

"Having dollars, depositing them and using them as a currency of savings has never been outlawed but even before the crisis, dealing with dollars in domestic commercial transactions was banned," said a chief currency dealer in a Damascus bank.

"This is a law that imposes more penalties," he said. "Syrians can get transfers in dollars and importers can still price their goods in dollar but they cannot put dollar price tags on goods sold," he said.

Analysis: T.J. Maxx, others look past chaos to e-commerce bonanza

NEW YORK (Reuters) - U.S. low-price retailer T.J. Maxx plans to open an online store this year, as does rival Saks Inc's Off Fifth outlets, making 2013 the year technology may have caught up with the speed of fashion.

For such chains, which feature clearance items, last-year's fashions and overruns, their fast-moving and often unpredictable inventory has made selling goods over the web complex.

"Retail is chaotic. Off-price retail is even more chaotic," said Fiona Dias, a leading e-commerce expert and chief strategy officer at ShopRunner.

A cardinal sin in e-commerce is to tell customers something is available when it's not, and conversely, having an item in stock but not having it on the website. That is why the retailers are investing in software that manages inventory, tracks it in real time, and continuously updates the websites.

This will be TJX Cos Inc's , owner of T.J. Maxx, second stab at e-commerce after a 2005 failure. It abandoned its first attempt after only a year following poor sales, turmoil in the corner office, and challenges at its smaller chains. That failure cost TJX $15 million.

Now, TJX is one of the fastest growing retailers, and T.J. Maxx one of the most popular brands. In 2011, it hired Elaine Boltz, a leading e-commerce executive. Last year, it spent about $200 million to buy online retailer Sierra Trading for its technology and expertise.

The revenue potential is huge. Avondale Partners thinks TJX, for instance, can quickly garner annual online sales of $1 billion.

The company declined to comment beyond what its chief executive has said on investor calls, but Morningstar analyst Jaime Katz thinks TJX will carve out space at its current distribution facilities to handle e-commerce, rather than spend millions on a fulfillment center.

Saks Inc's Off Fifth is following Barneys New York's recent launch of a discount site and will use existing facilities to keep costs in check.

Saks , which has closed some department stores while expanding its Off Fifth chain, is carrying out a three-year, $95 million overhaul of its computer systems to upgrade its e-commerce. It spent an extra $6 million to push up the launch of the Off Fifth site to this fall instead of next year.

Saks Chief Executive Steve Sadove told Reuters that the online selection at Off Fifth would be limited, and focused on better selling items, given the expense of taking quality photos and editorial content.

"Ultimately, what you have to weigh is the cost of putting an item up online against the incremental sales that'll be generated," Sadove said. "It's not free."

Attracted in part by the e-commerce potential, Hudson's Bay Co struck a $2.9 billion deal to buy the New York-based luxury retailer late last month.

Nordstrom Inc has an embryonic e-commerce site for its Rack outlet chain, but said it will build it out in the coming years as part of a $1 billion online overhaul.

Not everyone wants to let shoppers buy discounted items online. Gap Inc , Nike Inc and VF Corp's The North Face are sticking with brick-and-mortar stores for their discount businesses.

Steve Rendle, a VF executive, said it is important not to get shoppers hooked on deals, lest they stop paying full price.

Ross Stores , a fast growing rival of TJX's, told Reuters it has no plans for e-commerce, saying there is still plenty of growth potential for its stores.

But as far as TJX is concerned, CEO Carol Meyrowitz said more than a year ago that "e-commerce is clearly in our future."

E-commerce is growing at a clip of 10 percent a year through 2017, Forrester Research has projected.

"You don't want to lose out. If people are shopping the channel, you don't want to leave money on the table," said Morningstar's Katz.

Hit-and-run driver accelerated onto LA boardwalk

LOS ANGELES (AP) ? The driver parked outside a hotel and surveyed the leisurely summer scene at the Venice Beach boardwalk: Hundreds of people were sitting at cafes, walking along the seashore or shopping at vendors selling jewelry or art.

Then, according to surveillance video, the man got into a large black car, steered around a vehicle barrier and accelerated mercilessly through the crowd, hitting one person after another as bystanders tried desperately to get out of the way.

Saturday's hit-and-run killed an Italian woman on her honeymoon and hurt 11 others who only a moment earlier had been enjoying an afternoon near the beach at the height of vacation season.

A couple of hours later, authorities arrested a man on suspicion of murder after he walked into a police station in neighboring Santa Monica and said he was involved.

Nathan Louis Campbell, 38, of Los Angeles, remained jailed Sunday on $1 million bail.

Police declined to discuss a motive but Deputy Chief Kirk Albanese said there was no indication that the attack was a terrorist act or that anyone else was involved.

By the time it was over, the driver had covered about a quarter of a mile along the boardwalk before fleeing. The entire incident was over in minutes.

Mustafa Balci, 44, and his wife Yesim Balci, 48, were sitting in lawn chairs at their booth on Saturday, as they had daily for the last three years when they saw a large black sedan roaring directly toward them from a side street.

Three people were knocked to the ground and within seconds the car was at their booth. It swerved left, sideswiping a picnic table holding their wares ? the traditional Turkish blue glassware of the eye to ward off the evil eye, and wall hangings of Jesus and Virgin Mary tapestries.

The car hit three customers looking at the items, and slammed into Mustafa Balci's knees pushing him backward, breaking a table, smashing a mirror and scattering everything. Yesim Balci was flung 8 feet, tumbling backward and landing facedown.

"I couldn't see her when I woke up, I looked up and was like where is she? I yelled, 'Are you around? Are you alive?' She yelled back, 'I'm alive,'" Mustafa Balci said. "I thought both of us would be dead."

Balci was helped up by strangers who took him over to his wife. He lied down next to her as paramedics responded to the scene. The couple were taken along with three others to Cedars-Sinai Medical Center, treated for minor injuries and released. Yesim Balci had her ankle taped up, blood seeping through the back, and bruises all over her body; she could no longer raise her left arm.

On Sunday, the boardwalk featured the typical summer crowd, people on roller blades, beach cruisers, performers and regular vendors. The Balcis were also back at their booth to take stock of their losses.

A broken picnic table was behind them, and a box of their damaged wares in front of them. They estimated that 90 percent of their goods were broken, at a loss of $6,000 for handmade goods whose raw materials were shipped from Turkey. They don't have any health insurance and aren't sure how they will make up the losses.

"We're not here to work or sell anything, we're here for damage control, to take our stuff and go home and rest," Mustafa Balci said.

The evening melee injured another vendor next to them who did fortune telling, as well as one of the vendor's customers, Balci said.

People were "stumbling around, blood dripping down their legs, looking confused not knowing what had happened, people screaming," said Louisa Hodge, who described "blocks and blocks of people just strewn across the sidewalk."

The Italian woman was identified as Alice Gruppioni, 32. Her family in Bologna told the Italian news agency LaPresse that she had been on her honeymoon after a July 20 wedding.

Gruppioni worked as a manager for the family business Sira group, which makes radiators. Her father, Valerio Gruppioni, runs the company and was formerly president of the Bologna soccer team, according to LaPresse.

The family declined to speak to The Associated Press on Sunday.

Another person was critically injured. Two others were taken to hospitals in serious condition. Eight suffered less serious injuries, police said.

According to security video and witness accounts, the driver parked next to the Cadillac Hotel and twice walked out to the boardwalk before getting into the Dodge Avenger. He carefully maneuvered between a storefront and metal poles that had been erected to prevent anyone from driving onto the boardwalk.

Then he stepped on the accelerator and plunged into the crowd.

"I heard a big 'boom, boom,' like the sound of someone going up and down the curb, it was super loud," said Alex Hagan, who was working the desk at the hotel.

The driver knocked over two mannequins and an ATM and started hitting people, swerving from side to side and often running straight into victims. Video showed the car struck at least three vendors ? a fortune teller, a couple selling jewelry and a woman who does tattooing.

Two women who appeared to be in their 60s were also hit. Many people ran after the car, screaming and cursing as it sped away, Hagan said.

Golestan Alipour was bartending at Candle Cafe & Grill when the menacing vehicle drew near.

"The restaurant was full. Everybody ran," Alipour said.

Witnesses said the car was traveling at about 35 to 40 mph along the boardwalk.

The driver eventually turned up a side street and headed away from the ocean. The car was later found abandoned less than two miles away, police said.

At the scene, detectives searched for evidence across the boardwalk, which is in a part of Los Angeles known for eccentricities. The 1.5-mile ribbon of asphalt ? which runs along the sand a few hundred yards from the ocean ? is home to galleries, restaurants, tattoo shops, skateboard parks and the famous outdoor weight room known as Muscle Beach. It can draw as many as 150,000 people on summer weekends.

Hodge said she and her friend, Ashley Taylor, had noted the large number of people walking along the seaside.

"It was a really nice day. There were tons of people out. In fact, we were talking about how packed it was, because we were having a hard time getting through all the people," Hodge said.

The two women stopped to buy ice cream and a couple of hats, which may have saved their lives. They stepped out of a store as emergency crews arrived.

Hodge saw a man and woman lying next to each other, wearing head braces, barely able to move but grasping hands.

Los Angeles Councilman Mike Bonin said there have been previous problems with motorists accidentally driving onto the boardwalk, especially during the evening, because many entrances aren't blocked and there are no signs warning them about entering a pedestrian area.

However, four yellow metal poles blocked the roadway used by the hit-and-run driver, who squeezed past the barrier by driving onto a sidewalk, authorities said.

"The frightening part," Bonin said, was that this part of the boardwalk was "one of the more protected streets."

The crash was not far from where an elderly driver sped through an open-air farmer's market in Santa Monica in 2003, killing 10 people and injuring more than 70 others.

Investigators said George Weller, who was 86 at the time, mistakenly stepped on the gas instead of the brake and then panicked. He was doing up to 60 mph when he plowed through the market. Weller was convicted of 10 counts of vehicular manslaughter with gross negligence and was sentenced to probation.

ANP: Brazil Oil, Gas Output Rises for 1st Time in 15 months

RIO DE JANEIRO, Aug 2 (Reuters) - Brazil's total output oil and natural gas output rose in June, the first year-on-year increase in 15 months, as fields idled for repairs came back on line and new areas boosted production, Brazil's petroleum agency, the ANP, said on Friday.

Norway's Statoil maintained its position as the second largest producer after Brazil's state-run Petroleo Brasileiro SA, or Petrobras.

The 47 companies with production in Brazil saw output rise 4.75 percent to 2.60 million barrels of oil and natural gas equivalent per day (boepd) in June, compared with 2.49 million boepd in a year earlier.

Brazilian output rose 5.68 percent from May when Brazil produced 2.47 million boepd.

Petrobras produced 2.30 million barrels of oil and gas in the month, or 88 percent of total output, one of the lowest output shares for the country's dominant oil company ever.

Statoil was No. 2 producer saw output with 54,872 boepd in June.

The Statoil-operated Peregrino field in Brazil's offshore Campos basin, with 91,000 boepd of output in June is Brazil's eighth-largest field and the only non-Petrobras-operated area among Brazil's 10 most productive fields.

Statoil owns 60 percent of the output from Peregrino. China's Sinochem owns the rest. Sinochem was Brazil's No. 4 producer in June with 36,581 boepd of output.

Peregrino output rose 54 percent from a year earlier and about 5 percent from May.

U.S. issues global travel alert, cites al Qaeda threat

WASHINGTON (Reuters) - The United States issued a worldwide travel alert on Friday warning Americans that al Qaeda may be planning attacks in August, particularly in the Middle East and North Africa.

The State Department travel alert was based on the same intelligence that prompted it to close 21 U.S. embassies and consulates on Sunday, August 4, chiefly those in the Muslim world, a U.S. official told Reuters on condition of anonymity.

"The Department of State alerts U.S. citizens to the continued potential for terrorist attacks, particularly in the Middle East and North Africa, and possibly occurring in or emanating from the Arabian Peninsula," its statement said.

"Current information suggests that al Qaeda and affiliated organizations continue to plan terrorist attacks both in the region and beyond, and that they may focus efforts to conduct attacks in the period between now and the end of August," it added, saying the travel alert would expire on August 31.

Among the most prominent of al Qaeda's affiliates is Al Qaeda in the Arabian Peninsula, a Yemen-based group whose attempted attacks included the Christmas Day 2009 attempt to blow up a Northwest Airlines flight from Amsterdam to Detroit.

U.S. security sources, speaking on condition of anonymity, said the threat was related to AQAP but there was not a specific target. They also said that it was aimed at Western interests, an assessment later confirmed by the top U.S. military officer.

"The intent is to attack Western, not just U.S. interests," General Martin Dempsey, chairman of the U.S. Joint Chiefs of Staff, told ABC News in an interview to be broadcast on its "This Week" program on Sunday.

"There is a significant threat stream and we're reacting to it," he said, adding that the kind of potential attack was "unspecified."

Britain said it would close its embassy in Yemen on Sunday and Monday. "We are particularly concerned about the security situation in the final days of Ramadan and into Eid," Britain's Foreign Office said in a statement, referring to the Muslim holy month which ends on Wednesday.

'SOME SPECIFICITY'

A U.S. official who spoke on condition of anonymity said the threat was serious and that the U.S. government had reacted in such a dramatic manner "because we have some specificity but not enough."

On Thursday, the State Department said U.S. embassies that would normally be open on Sunday - chiefly those in the Muslim world - would be closed that day because of security concerns, adding that they might be shut for a longer period.

The embassies in the following countries will be closed: Afghanistan, Algeria, Bahrain, Bangladesh, Djibouti, Egypt, Iraq, Jordan, Kuwait, Libya, Mauritania, Oman, Qatar, Saudi Arabia, Sudan, the United Arab Emirates and Yemen.

The consulates in Arbil, Iraq; Dhahran and Jeddah, Saudi Arabia; and Dubai, United Arab Emirates will also be shut.

The U.S. Embassy in Tel Aviv, which is normally closed to the public on Sunday, said all its facilities would be shut on Sunday and workers not essential for the building's security had been told not to come in.

It also said the American Center in Jerusalem and the Haifa Consular Agency would be closed on Sunday.

While the U.S. State Department routinely releases what it describes as a "Worldwide Caution" warning U.S. citizens of the general potential danger of attacks around the world, Friday's travel alert was based on more specific information, said one U.S. official who spoke on condition of anonymity.

The previous "Worldwide Caution" was issued on February 19.

U.S. officials declined to provide additional details about the intelligence that led them to close the diplomatic missions and to issue the worldwide travel alert.

However, a second U.S. official said there was no information on a specific target, which was the reason for the broad alert.

The chairman of the U.S. House of Representatives Foreign Affairs Committee, Ed Royce, said on CNN's "New Day" that he and several other lawmakers met two days ago with Vice President Joe Biden to discuss the threat.

Later on MSNBC, Royce said: "I believe that it is probably now prudent, given the fact that, in this case, we do have this intelligence, to take this step to make certain that we have fully protected our embassy personnel."

Talking humanoid robot launches on Japan rocket

TOKYO (AP) ? The first talking humanoid robot "astronaut" has taken off in a rocket.

Kirobo ? derived from the Japanese words for "hope" and "robot" ? was among five tons of supplies and machinery on a rocket launched Sunday for the International Space Station from Tanegashima, southwestern Japan, the Japan Aerospace Exploration Agency, or JAXA, said.

The childlike robot was designed to be a companion for astronaut Koichi Wakata, and will communicate with another robot on Earth, according to developers. Wakata is expected to arrive at the space station in November.

Robot designer Tomotaka Takahashi, of the University of Tokyo, advertiser Dentsu and automaker Toyota Motor Corp. worked on the robot.

The challenge was making sure it could move and talk where there was no gravity.

Ahead of the launch, the 34-centimeter (13-inch) tall Kirobo told reporters, "one small step for me, a giant leap for robots."

Japan boasts the most sophisticated robotics in the world, but because of its "manga" culture, it tends to favor cute robots with human-like characteristics with emotional appeal, a use of technology that has at times drawn criticism for being not productive.

But Takahashi, the designer, said sending a robot into space could help write a new chapter in the history of communication.

"I wish for this robot to function as a mediator between person and machine, or person and Internet and sometimes even between people," he said.

JAXA, Japan's equivalent of NASA, said the rocket launch was successful, and the separation of a cargo vehicle, carrying the robot to the space station, was confirmed about 15 minutes after liftoff.

Catholics support making church more open to gays

Opinion of Pope Francis is resolutely favorable, while Americans - and especially Catholics - side with making the church more open to gays

Earlier this week, Pope Francis made headlines when he said in an interview, "Who am I to judge a gay person of goodwill who seeks the Lord?". Catholic officials have said the remark does not mark a shift for Catholic doctrine - being homosexual is not a sin but homosexual acts are. But Francis's words have a sparked discussion of a new era of inclusivity?for the church.

New research from YouGov shows that perception of Pope Francis remains resolutely positive, while his remark on homosexuality has been well-received, especially by Catholics.

Overall, 56% of Americans have a favorable view of the Pope. This has risen from 40% when Francis first assumed the papacy in March and remains much higher than his predecessor Benedict XVI, whom 35% of Americans have a favorable opinion of.?Approval of Francis is even higher among Catholics, with 76% having a favorable opinion.

As for whether the Catholic Church should be more inclusive of homosexuals, Americans tend to agree. 39% say the Catholic Church should be more inclusive while 29% say it should not be. Among Catholics support rises, with 46% saying they want to church to be more open to gays and 24% saying the opposite.

While Americans want the Catholic Church to be inclusive, they are still split on the morality of homosexual acts, which the Catholic Church condemns as sinful. 43% say that homosexual acts are sinful while 41% say they are not. Catholics are similarly divided on the matter, with 38% saying homosexual acts are sinful and 39% saying they are not.

The survey also signaled that American - and especially Catholics - want Francis to make changes in the church. Overall, 35% of American adults say they want Francis to make major changes and 22% say they want him to make minor changes. Only 8% say they want no changes at all. Among Catholics, the number rises even higher to 39% wanting major changes and 33% saying they want minor changes.

Jobs report shows snail?s pace recovery

A lukewarm July jobs report, with employers reporting that they added the fewest new positions since March, is another sign of a sluggish recovery, economists said.

Employers added 162,000 jobs last month while the unemployment rate fell to 7.4 percent, largely because of a shrinking labor force.

?It?s not striking you as something horrible, but it?s not the direction you want to see,? said Elliot Winer, chief economist at Northeast Economic Analysis Group.

Many of the jobs that were added were low-paying, low-productivity jobs in the retail and food-services industries, according to Nigel Gault, co-chief economist of The Parthenon Group.

?We didn?t create a lot of jobs, and we weren?t creating good ones,? Gault said, who added the trend is not new. ?It?s certainly been something evident over the past year.?

More than half of the new jobs added in July were in those sectors. The average workweek and hourly earnings both dropped, as well.

The results leave uncertainty about the short-term decisions of the Federal Reserve Bank. Chairman Ben Bernanke had indicated tapering of the central bank?s $85 billion bond buying program could end in September if the economy continued to improve. The bond buying program has kept interest rates low, and has been a key factor in a resurgent housing market.

?It leaves fed policy up in the air,? Gault said.

Foursquare gives Superusers web links to map editing tools

Foursquare gives power users direct map editing links

Foursquare switched to editable OpenStreetMap data for its check-in services over a year ago, but many of its users wouldn't know it when there hasn't been a way to tweak maps through place pages. As of today, Foursquare is encouraging a little more interaction: Superusers (frequent contributors) in Australia, Brazil, Germany and the UK can now click a web link to edit a location in OpenStreetMap. Those who aren't keen on signing up for OSM can still leave a note with their proposed changes. There's no mention of plans to expand access to regular users, but the firm expects additional rollouts to Superusers in areas where map data is less than trustworthy.

NCAA taking flexible approach to tourney games

(AP) ? The NCAA tournament selection committee will have more flexibility next year.

One change announced Thursday eliminates the prohibition of placing more than two teams from the same conference into a regional bracket unless nine or more teams from that conference were chosen. The new policy allows teams that met once during the season to play as early as the third round. Teams that play twice during the season could not meet until the regional semifinals, and teams that played three times cannot meet until the regional final.

Louis-Dreyfus praises Gandolfini's final film role

SANTA MONICA, Calif. (AP) ? Julia Louis-Dreyfus says audiences will "really freak out" over James Gandolfini's performance in his final film.

Gandolfini plays her character's love interest in Nicole Holofcener's "Enough Said," set for release in September. The actress, who is promoting her role in Disney's "Planes," says she worked "intimately" with Gandolfini on the shoot just months before he died.

Gandolfini died in June of a heart attack at age 51 while vacationing in Italy. Louis-Dreyfus says it was a "dreamy experience" to act alongside him, adding that his character has no trace of Tony Soprano-style darkness.

The romantic comedy will premiere at the Toronto International Film Festival in September.

Second-quarter U.S. GDP to slow sharply on tax burden

WASHINGTON (Reuters) - Economic growth probably slowed sharply in the second quarter, but its pace is unlikely to change views that the Federal Reserve will start trimming bond purchases later this year.

Gross domestic product probably grew at a 1.0 percent annual rate after expanding at a 1.8 percent pace in the first quarter because government austerity and weak global demand weighed on the economy, according to a Reuters poll of economists. But there is a risk that growth undershoots expectations, with forecasts as low as a 0.4 percent rate.

If economists are right, it would mark a third straight quarter of GDP growth below 2 percent, a pace that normally would be too soft to bring down unemployment.

The slowdown is expected to be temporary, with an acceleration in output forecast for the rest of 2013 as the drag from higher taxes and deep budget cuts wanes.

The Commerce Department will release its advance report on second-quarter GDP at 8:30 a.m. EDT (1230 GMT) on Wednesday. The data will come as the Fed prepares to wrap up a two-day meeting, but economists do not expect the report to have much influence over how Fed officials think about the fate of the $85 billion per month bond-buying program.

"GDP tends to be backward looking," said Dan North, lead economist at Euler Hermes Americas in New York. "The Fed is looking more intensively at the labor market measures which have firmed quite a bit in the last three months, which is why there is an expectation that they will start tapering in September."

Fed Chairman Ben Bernanke has said the U.S. central bank expects to start cutting back the purchases later this year, and would likely bring them to a complete halt by the middle of 2014, if the economy progressed as it expected.

U.S. financial markets have already priced in a weak second-quarter GDP report. Attention will be on comprehensive revisions to GDP data, which among other changes now treat research and development spending as an investment.

BIGGER ECONOMY, HIGHER SAVINGS?

Other changes are the inclusion of more ownership transfer costs in investment and measuring defined benefit pension plans on an accrual basis rather than cash. Analysts say these changes will not only reveal a bigger economy and a higher rate of savings, but could help revise fiscal 2012 growth upward.

"It looks like these revisions will be modestly favorable for GDP growth on net," said Michael Feroli, an economist at JPMorgan in New York.

Economists said the revisions would probably narrow the gap between a relatively strong pace of job gains and weak growth.

The weak pace of second-quarter growth will reflect a sharp slowdown in consumer spending caused by higher taxes at the start of the year and an unwinding of utilities spending, which was boosted by unusually cold weather in the first three months of the year.

Consumer spending, which accounts for more than two-thirds of U.S. economic activity, is expected to slow to a less than 2 percent pace after accelerating at a 2.6 percent rate in the first quarter.

Sluggish domestic demand likely made businesses cautious about restocking warehouses. A marginal contribution to second-quarter GDP growth is expected from inventory accumulation after restocking added more than half a percentage point in the January-March period.

Business spending on equipment and software likely held steady, with investment in nonresidential structures rebounding from the first quarter's decline.

The housing market probably remained a bright spot during the second quarter. Spending on residential construction is expected to expand at a pace similar to the first quarter. Homebuilding added to growth last year for the first time since 2005 and its recovery should help ensure the economy continues to expand, albeit at a modest pace this year.

Exports are expected to have dragged down growth as demand weakened in Europe and China. Trade is expected to have subtracted more than half-a-percentage point from GDP growth in the second quarter.

Government spending is expected to have contracted for a third straight quarter, largely because of the across-the-board government spending cuts, known as the sequester, which have hit the defense sector.

Other details of the report are expected to show that sluggish domestic demand is keeping a lid on inflation pressures.
