On losing a beloved pet - Blogs - Times Union

A call came into the newsroom last week that softened all the hard-edged journalists in the room.

It was Zachary Hulbert calling to ask whether we would publish something he?d written to honor his dog Rufus. Rufus died last week and it was the emotion in Zachary?s voice that made us pass the voice mail around the office to find someone who could help.

Pets are such an important part of our children?s lives. They teach compassion and empathy and responsibility. And when you?re feeling down or need someone to talk to, there is no better listener than the family dog, cat or guinea pig.

But when a pet dies, it can be even harder on the children. What tips or stories do you have about getting a child through the death of a beloved pet?

We?re going to be discussing the topic on this week?s Parent to Parent page in the Sunday Unwind section and will use some of your comments there.

Japan Tankan Survey Outlook - Business Insider

Earlier today, we learned that Japan's Tankan index registered at -3.? Tankan is based on a survey of Japan's largest manufacturers.

When the number is negative, it indicates that pessimists outnumber optimists.

SocGen economist Katahiro Kiyoko thinks it's likely that the report may have actually underestimated pessimism in the region.? From a new note:

Political tension between China over the disputed islands became an issue after 14 September, and it is likely that the majority of companies had already submitted their survey before the tension became a large concern. Therefore, in our view, the real business sentiment could turn out to be worse than what it appears in the survey result.

Japan is an export-driven economy that depends heavily on its trading activity with China.

Thanks so much and that's how I felt, since I grew up in the same town as this woman, she isn't a personal friend but we have many of the same friends, she knew when she met him we were a couple. If he has been talking to her as a friend okay but why act like you don't know me when you use to speak all the time. Plus if he had an affair when we were split why is that your business and why point it out to me if you unless you wanted to start trouble...I really haven't discussed this with him cause he's ill, but when I do I feel he needs to tell her in front of me that she crossed the line in their friendship.

Afghan bomber kills 14, including 3 NATO troops

KABUL, Afghanistan (AP) ? A suicide bomber driving a motorcycle packed with explosives rammed his bike into a patrol of Afghan and international forces on Monday morning in eastern Afghanistan, killing at least 14 people, including three NATO service members and their translator, officials said.

The Taliban claimed responsibility for the blast, which came a day after the U.S. death toll in the war in Afghanistan reached 2,000 troops and as relations between international forces and their Afghan partners have been pushed to the breaking point by a surge in insider attacks by Afghan allies.

The bomber struck a group of Afghan police and international troops shortly after they got out of their vehicles to walk through a market area in Khost city, the capital of Khost province, said provincial government spokesman Baryalai Wakman.

Six civilians and four police officers were killed in the blast, Wakman said. He said the police officers were part of a specialized quick-reaction force.

Blood could be seen on the market road as Afghan police and soldiers tried to clean up the area after the blast. Slippers and bicycle parts were strewn about.

"I heard the explosion and came right to this area. I saw the dead bodies of policemen and of civilians right here," said policeman Hashmat Khan, who ran to the site of the blast from his job as security for a nearby bank.

Coalition spokesman Maj. Adam Wojack would only confirm that three NATO service members and their translator died in a bombing in the east on Monday, without giving an exact location or the nationalities of the dead.

The international military alliance usually waits for individual nations to announce details on deaths. Most of the troops in the east and in Khost province are American. It was not immediately clear if the translator was an Afghan citizen or a foreigner, Wojack said.

Dozens of Afghan civilians were also wounded in the bombing. The city's hospital alone was treating about 30 people injured in the explosion, said Dr. Amir Pacha, a physician working there. He added there could be other victims being treated at nearby private clinics.

Taliban spokesman Zabiullah Mujahid said in text messages to media that the insurgent group was behind the attack.

Joint patrols between NATO and Afghan forces have become more limited following a tide of attacks by Afghan soldiers and police on their international allies. Last month, the U.S. military issued new orders that require units to get approval from higher-ups before conducting operations with Afghans. Then, two weeks later, U.S. officials said most missions were being conducted with Afghans again, though the system of approvals has remained in place.

The close contact ? coalition forces working side by side with Afghan troops as advisers, mentors and trainers ? is a key part of the U.S. strategy for putting the Afghans in the lead as the U.S. and other nations prepare to pull out their last combat troops by the end of 2014.

But the rising death toll for international troops has increased calls in the U.S. and other allies to get out as soon as possible. On Sunday, a U.S. official confirmed that an American soldier was killed in a firefight that broke out between Afghan and U.S. troops, sparked by either a premeditated attack or confusion about the origins of an insurgent strike.

According to an Associated Press count, that soldier's death brought American troop deaths in Afghanistan since the 2001 invasion to 2,000 ? a cold reminder of the perils that remain after an 11-year conflict.

EU threatens to levy $7.4bn anti-trust fine against Microsoft

CBR Staff Writer Published 28 September 2012

Earlier Microsoft had fines totalling over $1.28bn

The European Union (EU) threatened to levy fine of $7.4bn on Microsoft for its breach of a 2009 ruling ordering the firm to provide users with a choice of Internet browsers.

European Union antitrust chief Joaquin Almunia said Microsoft has not kept its promises.

"We will have to consider taking the next step in this case," Almunia said.

""The next step is to open a procedure to determine a breach to our settlement. Since Microsoft has admitted it, I hope it will not take long."

Microsoft has over a decade-long battle with the EU and has also paid fines totalling over $1.28bn.

In 2009, the EU has signed an agreement with Microsoft, while in July, Microsoft revealed that it hadn't integrated a browser-choice screen as it faced a technical error and was involved in finding a remedy to fix the problem.

According to EU, if Microsoft was discovered to be guilty of violating agreement signed in 2009, it would have to pay fines up to 10% of its turnover.

EU claims that Microsoft, keen to avoid more regulatory problems, has blamed the latest argument with the EU watchdog on a technical malfunction.

Further, EU is negotiating with search engine giant Google on a probable agreement over suspected antitrust exercises in its Internet-search business.

"For the last three months, we've been in technical talks to find a possible settlement. It will be possible if Google offers remedies to our original concerns," Almunia said.

"I hope we succeed in these talks as the legal road takes much longer and this is a fast moving market."

Egypt's president heads to Turkey to build ties

CAIRO (AP) ? Egyptian President Mohammed Morsi will travel to Turkey on Sunday to try to strengthen an emerging alliance of the two moderate Islamist governments in a region beset by conflict and instability.

Even though Morsi has only been in power for a few months, there are already strong signs a partnership with Turkey is forming ? evident by the two governments teaming up to try to end Syria's civil war by firmly backing President Bashar Assad's exit from power.

Earlier this month, Turkish Foreign Minister Ahmet Davutoglu visited the Egyptian capital Cairo and pledged $2 billion in aid to boost confidence in an economy badly battered by a tourism slump, strikes and ongoing protests since the fall of authoritarian leader Hosni Mubarak in last year's uprising.

In a 12-hour visit, Morsi will try to strengthen economic ties with Turkey ? a country his Muslim Brotherhood group views as a success story of Muslim governance, boasting a strong economy along with Western ties and Islamic piety.

Turkey, a NATO member with a mostly Muslim (but not Arab) population, has been touted as a democratic model for Egypt and other Arab countries swept by popular revolts over the past two years.

But after initially looking to the Turkish ruling party as their role model, the Islamic fundamentalist Brotherhood in Egypt has cooled to the idea because of Turkey's strong secular leanings. Morsi and the Brotherhood, to the contrary, have been criticized by their opponents for pushing a more conservative Islamist line, particularly in drafting the country's new constitution.

"Before the revolution, we saw (Turkish Prime Minister Recep Tayyip) Erdogan's regime ... as a successful model that can be emulated," said Dina Zakaria, a member of the foreign relations committee of the Muslim Brotherhood's Freedom and Justice Party. "But can it be with all its details and can it all suit Egyptian society? Of course not."

Turkish officials and media have voiced enthusiasm for the relationship with Cairo after the uprising. Turkish President Abdullah Gul was the first foreign leader to visit Egypt after Mubarak stepped down on Feb. 11, 2011, meeting with both the largely liberal and secular youth groups that spearheaded the pro-democracy revolt as well as with generals from the ruling military council who took over from Mubarak and then eventually transferred power to the democratically elected Morsi.

Erdogan got a warm welcome in Cairo last year, with crowds of Brotherhood supporters lining the airport road upon his arrival, some of them carrying banners reading: "Erdogan is a hero."

Erdogan has encouraged Egypt to mimic the Turkish model of governance.

But Zakaria said after frequent visits to Turkey and meetings with different groups there, she is convinced that Egyptian society would not accept Turkey's secular constitution.

Many in conservative Egypt equate the term secularism with "anti-Islam." As efforts to draft the country's constitution are marred by disputes over what many liberals perceive as overtly Islamist clauses in the charter, Zakaria ruled out drawing inspiration from the Turkish constitution.

"Their constitution won't work here in Egypt," she said. "There are things Egyptian people won't accept," she added, referring mainly to the separation of religion and he state.

One of the founding principles of Turkey's constitution is that it is a secular democracy, something that contradicts Egypt's old constitution, and is not even considered in the writing of the new charter. Debate remains in Egypt over whether to keep the current charter, which mentions that the principles of Islamic law are the basis of legislation, or to harden it to include a reference to specific Islamic laws which would guide all legislation.

But when it comes to foreign affairs and economics, there is much that Egypt can gain from Turkey's experience, Zakaria said.

Certainly on the international stage, Cairo and Ankara have much in common. Both want Assad of Syria to quit and Iran, his ally, to stay out of the civil war there. Ankara and Cairo have teamed as part of a regional initiative to try to solve the Syrian crisis, an effort that could form a strong foundation of future cooperation.

"Turkey couldn't do anything alone when it comes to Syria. One hand alone won't clap," Zakaria said. "What is clear now is that the two countries need to have strong relations because we have serious regional problems and we need each other."

Mustafa Ellabbad, an Egyptian expert on Turkish relations, said Turkey wants an Arab partner in its bid for regional influence in the Middle East and its affiliation with the Brotherhood would serve as a foundation for a moderate Islamist alliance. The Brotherhood, in return, looks to Turkey for assistance as a bridge to the West. But for some of Egypt's more radical Islamists, "the Turkish model doesn't even deserve to be labeled Islamic," Ellabbad said.

But Morsi could turn to Turkey for help on other domestic issues, chief among them the economy. He has already visited Saudi Arabia, Ethiopia, China, Iran, Italy and Belgium before his recent trip to New York, where he addressed the U.N. General Assembly. His frequent travels have raised criticism that he is paying more attention to foreign policy issues than domestic problems. However, the economic issues appear high on the agenda on most of his foreign trips.

"The economic portfolio is certainly one of the most important ones between Egypt and Turkey," Yasser Ali, the presidential spokesman, said Saturday.

Egypt's economy is faltering under the weight of shrinking foreign investment and numerous labor strikes demanding better wages and representation in state-owned companies. The political system remains far from stable, and a referendum on a new constitution and new parliamentary elections that will follow that will test the performance of the Brotherhood's Islamist politics.

This is where Morsi may turn to Turkey for inspiration.

Erdogan's Justice and Development Party, or AKP, has had an extraordinary record of electoral success and longevity, coming to power in 2002 amid economic hardship and a fractured political landscape, and then comfortably winning general elections again in 2007 and 2011.

Zakaria could not confirm local media reports that the AKP provided assistance to the Brotherhood's political party ahead of Egypt's parliamentary elections last year. Brotherhood officials told Egyptian media that the party's local branch in Alexandria, Egypt's second largest city, signed a partnership deal with the AKP in Istanbul, ahead of last winter's parliamentary elections.

Morsi is also expected to attend the annual congress of Turkey's ruling Justice and Development Party, a first for an Egyptian leader, and is invited to attend an economic forum organized by the Turkish chamber of commerce on Sunday.

Hassan Malek, a prominent businessman from the Muslim Brotherhood traveling to Turkey with Morsi, said there is much that Egypt can learn from Turkey in the fields of manufacturing, industry and trade zones. He said Egypt could particularly benefit in the fields of manufacturing apparel, and electronics.

Egypt's Minister of Economic Cooperation Ashraf el-Araby told local media that a committee at the level of prime ministers will be formed to push economic cooperation, including opening the African market for both countries.

"It is not hidden that there is a meeting of minds. Geographically we are close, we have similar visions," Malek said. "This is a new opportunity. There are many things in the Turkish experience we can transfer and benefit from. But we can't copy everything."

5 Bills That Won't Rebuild Credit After Bankruptcy | Credit Solutions

reviewing bankruptcy - Quizzle.comIn these difficult economic times, unfortunately, many good people have had no choice but to declare bankruptcy and start over. Bankruptcy, of course, isn?t a permanent condition?eventually, these folks will re-emerge, and when they do, most have roughly the same question: how do I rebuild my credit?

Get the best money tips at Credit Visionary

Building your reports and scores back up is an important part of re-joining the credit community, if you will. The fundamentals are much the same as when you started building credit in the first place?you need to prove your creditworthiness and reliability as a borrower. This largely means paying various bills on time, or repaying any outstanding loans on schedule.

But you might be surprised which bills don?t really help you rebuild credit.

Today, Quizzologists are focusing on accounts that you may very well need, but which won?t play a big part in restoring your credit to health.

Among these not-very-helpful bills:

Rent: You need to live somewhere, sure, but the mere act of paying your rent won?t help you. Conversely, however, failure to pay can result in actions in small claims court, and collections agencies can be put on the job of recouping what?s owed. This can cause major problems for your ability to rent apartments or houses in the future.

Medical Bills: If you don?t have your health, what do you have? Well, not much, but paying off these bills won?t improve the health of your credit. The monthly payment you make won?t get reported to the credit bureaus?but failing to keep up with your schedule, most times, will be.

Cell Phones: Another item you may have to pay for, but don?t expect any reward for doing so on time, it won?t get reported. While being a little late shouldn?t hurt you too bad, if you start to go 30 to 60 days delinquent, you?re heading back into the kind of trouble you just got out of.

Utilities: Keeping the lights and stove on, (like keeping a phone in service), are viewed as basic necessities, not great opportunities to demonstrate your renewed ability to borrow and pay back loans to future creditors. By all means, let there be light, but it won?t rebuild your score.

Federal/State Tax Liens: Staying on Uncle Sam?s good side is important, no doubt, but if you?ve had a lien placed against you, it won?t drop off your reports and scores until it?s fully satisfied. So, alas, no bonus brownie points for getting right with the government.

If you?ve declared bankruptcy, these kinds of bills and accounts won?t give you any extra opportunities to rebuild your battered scores. The (semi-) good news: you?re not alone. With the glut of bankruptcies in recent years, many companies are finding themselves having to be more forgiving and flexible in terms of who they choose to do business with.

Another helpful ally in this process is your bank. Ask them what lines of credit they might extend that you can grab hold of to help lift you out of your bankruptcy rut.

Are you looking to re-join the ranks of the good credit world? How can Quizzle help? Find out.

Regime sends text message to Syrian rebels: 'Game over'

BEIRUT (AP) ? Syrian authorities on Thursday sent text messages over cell phones nationwide with a message for rebels fighting President Bashar Assad's regime: "Game over."

The messages signed by the Syrian Arab Army also urged the rebels to surrender their weapons and warned the countdown to evict foreign fighters has begun. The texts appear to be part of the regime's psychological battle against the rebels, but are highly unlikely to have any effect on fighters intent on toppling Assad.

Syrians say they began receiving the messages a day after rebels bombed a military command center in Damascus ? a major security breach of the heavily guarded capital that highlighted the regime's growing vulnerability in the face of a rebellion growing in confidence and capabilities.

People with cellular subscriptions received the messages while those with prepaid phones did not, residents in the Syrian capital said.

Despite the high-profile attack, the two sides have been locked in a stalemate after 18 months of conflict. Activists say the death toll since the conflict began in March last year has recently topped 30,000, with nearly two-thirds of the casualties reported in the past six months.

In August, Syrian army helicopters dropped leaflets warning rebels in Damascus to hand over their arms and seek amnesty.

In Geneva on Thursday, the United Nations' refugee agency said the U.N. and its partners are launching a revised appeal for $487.9 million to help support Syrian refugees. It said 2,000 to 3,000 refugees are crossing into neighboring countries each day.

The UNHCR said 294,000 Syrian refugees are registered or awaiting registration in neighboring countries.

Earlier Thursday, a Lebanese TV station broadcast footage showing Syrian government troops driving rebels from a building they had briefly occupied a day earlier after a double car bomb attack struck army headquarters in Damascus.

The images from Lebanon's Al Manar TV station further demonstrated the scale of the security breach of the heavily guarded capital by rebels determined to topple the Assad regime.

The fighters detonated car bombs that engulfed the army headquarters in flames, followed by three hours of gunbattles in and around the compound Wednesday.

The government said four army guards were killed and 14 people were wounded, including civilians and military personnel.

The carefully orchestrated attacks were the most dramatic security breach in the center of the capital Damascus since July, when rebels detonated explosives inside a high-level crisis meeting in Damascus that killed four top regime officials, including Assad's brother-in-law and the defense minister.

They highlighted the regime's growing vulnerability, even as the 18-month battle to bring down Assad is locked in a stalemate.

Al Manar's correspondent Youssef Shaeito said he accompanied Syrian troops on Wednesday as they stormed the compound after the explosions. In an interview with the station, he said he saw the bodies of three gunmen inside, suggesting clashes between government forces and rebels inside the building.

The station is owned by the Lebanese Hezbollah militant group, a strong ally of Assad's regime. Syrian state-run media, however, reported only on the car bombs, omitting any mention of clashes inside the building.

Exclusive Al Manar footage showed a group of soldiers surrounding a building at the compound and shooting at targets inside. Shortly afterward, a pickup truck with a heavy machine gun mounted on it joins the battle.

Eventually, dozens of troops are seen storming the building and going up the stairs from one room to the other amid smoke. The bodies of three gunmen are seen on the floor, one of them with an apparent suicide belt tied around his waist.

Shaeito said that in the mayhem following the explosions, gunmen had infiltrated the army command headquarters, taken up positions and begun shooting at soldiers. He said the gunmen "moved from floor to floor and room to room" and tossed grenades at soldiers outside.

He said it took soldiers about 45 minutes before they were able to storm the building.

International diplomacy has failed to stop the bloodshed in Syria. Syrian activists said more than 305 people were killed across Syria on Wednesday, making it one of the deadliest days since the conflict began.

They included at least 40 people whose bodies were discovered in a suburb of Damascus, some of whom appeared to have been killed execution-style. The exact circumstances in which the victims were killed remain unclear because of strict restrictions on the media.

Arkansas court upholds medical marijuana proposal

(AP) ? The Arkansas Supreme Court on Thursday upheld a proposed ballot measure that, if successful, would make the state the first in the South to legalize medical marijuana.

Justices rejected a challenge by a coalition of conservative groups who had asked the court to block the proposed initiated act from the November ballot or order the state to not count any votes cast on the issue.

The measure would allow patients with qualifying conditions to buy marijuana from nonprofit dispensaries with a doctor's recommendation. The proposal acknowledges that marijuana is still illegal under federal law, but the Coalition to Preserve Arkansas Values argued that it doesn't adequately explain that approved users could still face federal prosecution.

"We hold that it is an adequate and fair representation without misleading tendencies or partisan coloring," the court wrote. "Therefore, the act is proper for inclusion on the ballot at the general election on Nov. 6, 2012, and the petition is therefore denied."

Arkansas will be the first Southern state to put the medical marijuana question to voters. Seventeen states and the District of Columbia have legalized it in some fashion. Massachusetts voters are also expected to vote on the issue this fall, while the North Dakota Supreme Court ruled a medical marijuana initiative can't appear on that state's ballot.

The conservative coalition argued that Arkansas' 384-word ballot question doesn't accurately describe other consequences of passing the 8,700-word law, including a provision that would allow minors to use medical marijuana with parental consent.

Justices disagreed and said the proposed law is fairly summarized in the question that will appear on the ballot.

"Here, after reviewing the ballot title of 384 words, we conclude that the title informs the voters in an intelligible, honest and impartial manner of the substantive matter of the act," the ruling said.

The group behind the measure, Arkansans for Compassionate Care, told the court it believes the measure is sufficiently fair to go before voters. David Couch, an attorney for the group, said he was pleased with the ruling and said it allowed them to shift gears to building support for the measure's passage.

"Now that we've passed muster with the Supreme Court we'll begin our campaign to show the people of the state of Arkansas that this is truly a compassionate measure," Couch said.

The coalition also shifted into campaign mode, preparing to mobilize church leaders and other conservatives to oppose the measure.

"This is about the first incremental step to legalizing marijuana for recreational use," said coalition member Larry Page, the director of the Arkansas Faith and Ethics Council.

Under the proposal, qualifying health conditions would include cancer, glaucoma, HIV, AIDS and Alzheimer's disease. The proposal also would allow qualifying patients or a designated caregiver to grow marijuana if the patient lives more than 5 miles from a dispensary.

The conservative coalition's members include leaders of the Arkansas Faith and Ethics Council, the Family Council Action Committee and the Families First Foundation.

Past efforts to put medical marijuana on the ballot in Arkansas have faltered, though voters in two cities in the state have approved referendums that encourage police to regard arrests for small amounts of marijuana as a low priority.

Supporters of the current proposal mounted an organized and well-funded campaign that surprised many political observers. Arkansans for Compassionate Care, the group advocating for the measure, won ballot access after submitting far more than the required 62,500 signatures.

Medical marijuana has never come before voters in the South partly because of the difficulty of getting such initiatives on the ballot. And conservative legislators throughout the region have not backed the efforts. The Washington-based Marijuana Policy Project has provided most of the funding for the campaign in Arkansas, contributing $251,000 to the effort.

Officials with the group said they stepped in after polling showed strong support for the measure in Arkansas. Group leaders also cite a "symbolic" value in passing a medical marijuana law in the South.

"I think it's a sign that marijuana policy reform is an idea that is coming of age now across the nation, rather than just in the states where we've seen it so far," said Morgan Fox, the group's communications director. "It's really an important moment."

Gov. Mike Beebe, who is opposed to the proposal, told reporters on Thursday he doesn't believe the state's voters would legalize medical marijuana. Beebe said he's asked for an estimate of how much it will cost the state to regulate the dispensaries if the measure passes.

"If I understand what I think I understand about it, if it passes, it's going to require a whole of administration from the health department," Beebe said. "I don't know where we're going to get it from."

Deal reached for huge desalination plant in Calif

(AP) ? The San Diego County Water Authority announced a tentative agreement Thursday to buy the entire output of what will be the Western hemisphere's largest seawater desalination plant, clearing a major hurdle for construction to begin.

The plant in Carlsbad will produce 50 million gallons a day, enough to supply about 7 percent of the San Diego region in 2020.

The agreement is subject to approval by the water authority board. Upon the board's approval, the developer ? Poseidon Resources LLC ? would sell bonds to finance 82 percent of the project, which is estimated to cost about $900 million to build.

The water authority expects the plant in the north San Diego suburb and a 10-mile pipeline to be completed in 2016.

Under the pact, San Diego would pay Poseidon $2,042 to $2,290 for an acre-foot of water, more than twice what it pays to buy water from outside the region. For supporters, the premium is well worth the price to make the region less dependent on imported water from the Los Angeles-based Metropolitan Water District of Southern California, which supplied almost all its water in the early 1990s and still provides nearly half.

"The story of San Diego has always been about the quest for reliable water," said Dennis Cushman, the San Diego agency's assistant general manager. "The history is drought and water supply shortage and being subject to decisions made by a board of directors in downtown Los Angeles ... This is about water reliability."

The water authority, a wholesaler to 24 cities and agencies including the city of San Diego, says the average household water bill will increase about $5 to $7 a month when deliveries begin. It estimates the cost is comparable to other new, local sources of drinking water, like treated toilet water or briny groundwater.

The 30-year purchase agreement calls for the San Diego agency to purchase between 48,000 and 56,000 acre-feet of water a year from the plant, or enough to supply about 100,000 homes.

Poseidon, based in Stamford, Conn., was plagued with cost overruns and delays at its desalination plant in Tampa, Fla., which produces up to 25 million gallons a day.

Ken Weinberg, the San Diego agency's water resources director, said Poseidon underestimated costs on the Tampa plant and had problems with its contractor that he is confident will not be repeated.

"In the front of our minds was to Tampa-proof this project," Weinberg said recently.

Poseidon spokesman Scott Maloni said the company learned from the Tampa project and that the San Diego agency is fully protected if the plant fails to perform as promised.

"This is definitely an important milestone, one that we've been looking forward to for a long time," Maloni said.

Tom Pankrantz, editor of Water Desalination Report, said the Carlsbad plant will easily become the hemisphere's largest seawater desalination plant, surpassing one in Trinidad and Tobago that produces up to 40 million gallons a day.

Desalination has helped quench demand in Australia, Saudi Arabia and other countries lacking fresh water, but it has struggled to catch on in the United States.

The plants can blight coastal landscapes, require massive amounts of electricity and dump millions of gallons of brine back into the ocean that can, if not properly disposed, be harmful to fish.

"The (Carlsbad) project will be somewhat of a bellwether or indicator of how desalination progresses in the U.S.," said Pankrantz. "Some say it will be the last one. Others say the dam will burst and the floodgates are open."

Poseidon proposed the project more than a decade ago and has been negotiating with potential buyers since shortly after the California Coastal Commission approved it 2009, clearing the last major regulatory hurdle. Last year, Stonepeak Infrastructure Partners LLC agreed to pay up to $150 million for an 18 percent stake in the project.

Poseidon has also proposed a desalination plant of the same size in Huntington Beach, near Los Angeles.

San Diego began to consider desalination in the early 1990s, when a drought led it to conclude that it needed a more diverse, reliable water supply. In 2003, it brokered a deal to buy Colorado River water from California's Imperial Valley in the nation's largest farm-to-city water transfer.

The agency is also considering desalination plants at Camp Pendleton Marine Corps Base and Playas de Rosarito, Mexico, just south of the U.S. border.

Harman shows off its upcoming JBL docks and speakers, we go eyes-on

Harman showsoff its upcomming JBL docks and speakers, we go eyeson

Harman announced a fair amount of JBL-branded speakers back at IFA, but that wasn't all it had to announce before the year goes out. Today we met with in the company in NYC, where it was ready to show off even more of its upcoming wireless and dock speakers. In fact, don't tell Harmon that the 30-pin connector is on its way out, as its $199 OnBeat Venue (seen above and $139 OnBeat aWake are ready to pair up with your last-gen iOS devices. The Venue is rated for a peak output of 30-watts and features a stow-away dock a tweeter and woofer combo for both stereo channels, component outputs for use with TVs, an obligatory 3.5mm jack and Bluetooth if you'd prefer to go wireless. The aWake shrinks things down to about 13 watts, and features a digital clock so that you can use it on your bedside night stand -- despite its small size, it'll easily dock an iPad. Both systems also work with free JBL apps for iOS that'll enhance the experience. According to the company, it's also working on solutions for the Lightning connector, but wouldn't reveal any hard details.

Moving along to dedicated speakers, you might recall the SoundFly BT, which recently got outed during its trip to the FCC. The 20-watt Bluetooth-equipped unit is strictly intended to plug directly into wall outlets, having only a status light with no inputs or buttons. It'll set you back $149 when it hits shelves, and if you tack another another $50 you can get an AirPlay-equipped version instead. We gave the BT a quick listen and it sounded surprisingly big with a fair amount of bass extension -- impressive considering it's petite and it plug-friendly design. A Harmon rep even noted that the hotel we were in was interested in procuring some for its rooms. Sadly, the units aren't remotely water-resistant, even though our demo area was a bathroom.

Lastly, we're actually most intrigued by the $59 Harman / Kardon BTA 10 dongle. The nearly matchbook-sized box connects to any speaker via its 3.5mm jack, allowing you to stream over Bluetooth 4.0 on the fly. Power is supplied via a micro-USB cable, and a blue indicator light lets you know that it's powered up. Harmon's mainly created it to add Bluetooth functionality to its non-wireless speakers, but it can be used with any speaker of your choice. We're also told that it overs very high-quality, despite being Bluetooth, thanks to some in-house development dubbed as TrueStream. There's no exact word on when all of these units will hit shelves, but you can peek the galleries for better looks -- check the source link for full details.

S.Africa stocks edge lower; miners hammered

JOHANNESBURG (Reuters) - South African stocks edged down on Tuesday, with the benchmark Top-40 index giving up 1 percent as platinum miners were hit again by worries about the impact of labour unrest on the sector.

Losses were limited by a rise in FirstRand, after South Africa's second-largest lender said full-year earnings likely rose as much as 27 percent.

Investors have dumped miners in recent sessions on concerns about spreading labour unrest in the industry, following weeks of protest at Lonmin Plc's Marikana mine.

In addition, nagging worries about the outlook for Europe - a major South African trading partner - have made it easier for investors to sell, said Abri du Plessis, chief investment officer at Gryphon Asset Management in Cape Town.

"Moving money at this time, I think one can only make mistakes," du Plessis said.

"The problems (in Europe) are a lot deeper than the consensus expectations. I think we are going to see a deeper slow-down there."

The Top-40 index fell 1.1 percent to 30,884.69. It hit a lifetime high of 31,714.23 last week.

The broader All-share index gave up 0.9 percent to 35,161.01. It also hit a record high last week.

South African police on Monday fired teargas and rubber bullets to disperse striking miners at a gold mine near Johannesburg, the latest outbreak in a wave of labour militancy.

Anglo American Platinum dropped 1.9 percent to 405.00 rand. Rival Impala Platinum fell 2.8 percent to 126.40 rand.

FirstRand rose 1.2 percent to 27.71 rand. The bank said it expected full-year earnings to rise by as much as 27 percent, well above the average of 20 percent growth in a poll of 17 analysts by Thomson Reuters.

Although it did not give a reason for the expected rise, profits were likely boosted by strong performance at its retail and vehicle financing units, said Adrian Cloete, an analyst at Cadiz Asset Management.

Shares of Steinhoff International fell 1.2 percent to 26.20 rand, after South Africa's largest furniture maker reported a 32 percent increase in full-year profit, disappointing investors who were hoping for a better result.

Trade was thin, with 157 million shares changing hands on the exchange during the session, compared with last year's daily average of 255 million shares.

Decliners outnumbered advancers, 171 to 114.
